Handbook to Mitigate the Impacts of Roads and Railways on Asian Elephants

In 2021, the Asian Elephant Transport Working Group (AsETWG) published Protecting Asian Elephants from Linear Transport Infrastructure: The Asian Elephant Transport Working Group’s Introduction to the Challenges and Solutions. The publication provided an overview of the threats posed to Asian elephant populations due to poorly planned infrastructure and established a consistent nomenclature for Asian elephant wildlife crossing structures.

Soon after, at the third Asian Elephant Range States Meeting in 2022 in Kathmandu, Nepal, delegates adopted The Kathmandu Declaration for Asian Elephant Conservation. The declaration included a priority commitment by 2025 to: Promote the development of national guidelines on wildlife friendly linear infrastructure, including elephant, based on those developed by the Asian Elephant Specialist Group of the IUCN SSC and Connectivity [Conservation] Specialist Groups after Range States consultations.

Upholding this commitment, the AsETWG is pleased to present the Handbook to Mitigate the Impacts of Roads and Railways on Asian Elephants.

The handbook provides recommendations and design criteria for Asian elephant-specific crossing structures, additional mitigation measures, and guidance for data-driven determination of locations for such mitigations to address LTI impacts to elephants. This handbook benefits from the growing experience with elephant mitigation applications in Asia that have accelerated in the past decade. The handbook’s recommendations and guidelines thus reflect current best practices, recognizing that they are continuously evolving, driven by technological advancements and lessons learned from post-construction monitoring.

This handbook’s specific objectives include detailing the following:

wildlife crossing structure types and applications,
best-practice design criteria for effective elephant crossing structures,
elephant crossing structure site selection methodologies,
role of fencing in promoting effective elephant crossing structures,
mitigations appropriate for low-traffic and low-speed roads, and
new/emerging technologies as LTI mitigations.
