
Uzbekistan’s Surkhan State Nature Reserve: 4th ground testing of IUCN Connectivity Guidelines
The Kugitang Mountains, a spur at the south-western end of the broader Pamir-Alay mountain range, run along a north-south axis on the southernmost stretch of border between Uzbekistan and Turkmenistan. To the west, Turkmenistan’s Koytendag SNR forms the core of the Mountain Ecosystems of Koytendag. To the east is Uzbekistan’s Surkhan SNR. Hence, although the range is bisected by an international border, the landscape is geographically and ecologically contiguous. The region extends from the hot, dry semi-desert plains of the Amudarya River Valley in the south – Afghanistan situated beyond the river – to the snow-capped peak of the mountain Airybaba, rising to 3,137 meters.
On both sides of the border, this ecosystem hosts rare species such as urial, lynx, markhor, golden eagle, and others. The forests are important habitat for wild pistachio, almond, pear, and juniper. The region is also renowned for its spectacular karst cave systems, many of which are still being discovered and mapped.
On 19-20 December 2024, 29 participants attended the Connectivity Conservation Workshop – Ecological Networks for Surkhan State Nature Reserve (SNR) in the city of Termez (Uzbekistan). The aim was to catalyse collaboration and practical actions for ecological network and corridor planning around the reserve and contribute to the project Improving Capacity & Connectivity Between Reserves in Turkmenistan and Uzbekistan. This project was led by the Center for Large Landscape Conservation (CLLC) from 2023-2025 in collaboration with the Ministry of Environmental Protection (MoEPT) of Turkmenistan and Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan and funded by the Critical Ecosystem Partnership Fund (CEPF). The project focused on the transboundary Kugitang Mountains, with a goal of maintaining, enhancing, and restoring the ecological connectivity of the landscape to better meet the needs of wildlife and communities through nature-based and more sustainable socio-economic approaches. Activities have included capacity building for protected area staff, including Spatial Monitoring and Reporting Tool (SMART) training and monitoring; biological surveys; and preparation of data and information to eventually nominate this landscape as a transboundary UNESCO World Heritage Site.

The workshop was modelled on a similar exercise held in Ashgabat (Turkmenistan) in April 2023 for corridor planning in and around Koytendag State Nature Reserve (SNR), which contributed to the CEPF project Connectivity, Capacity, and Cats: Building Resiliency in the Mountain Ecosystems of Koytendag, Turkmenistan, undertaken from 2021-2023.
In Termez, CLLC brought together an international and multidisciplinary group from protected areas, ministries, universities, and scientific institutions to participate in the workshop as a connectivity planning exercise supported by field data, practitioner expertise, and the IUCN Guidelines for ecological corridors in the context of ecological networks. Together, participants considered the most effective actions for Surkhan SNR, possible corridors in southern Uzbekistan, and transboundary possibilities with Turkmenistan. Specific objectives of the workshop included:
- Sharing information and experiences about land and species management across landscapes in Uzbekistan;
- Presentation of available spatially explicit ecological data and research results about focal species (urial, lynx, and markhor) and habitats around Surkhan SNR toward identifying areas of priority connectivity value, and application of this information to consider the design, governance, and management of the wider ecological network;
- Use of Surkhan SNR as a case study to apply, test, and further knowledge for the design, governance, and management of ecological corridors and networks for Uzbekistan; and
- Demonstration and capacity-building for participants to design, govern, and manage connectivity across landscapes and better conserve biodiversity
The workshop reported here followed a field mission to Surkhan SNR hosted by the Ministry of Ecology, Environmental Protection and Climate Change Uzbekistan, and supported by national and international experts. The field mission gave workshop participants an opportunity to more fully understand the region’s biodiversity and geography, including the relationship between the SNR and adjacent villages. It also gave participants a close look at the ecological and social value of the reserve, and potential threats to its ecological integrity, including encroachment of agriculture and livestock rearing, illegal hunting, anthropogenic wildfire, and potential human-wildlife conflict.
